Modernizing Police Record Checks in the National Capital Region
Background In October 2015, the Ottawa Police Service (OPS) awarded Rogue Data a contract to overhaul their background check operations. Facing mounting backlogs, manual processing inefficiencies, and growing demand for timely, secure police record checks, OPS required a system that could evolve alongside the expectations of a digitally enabled public.
The Solution: Agile Records Rogue Data designed and implemented Agile Records: a fully integrated, end-to-end digital background check system tailored for the Ottawa Police Service. The platform unifies Local, CPIC, and PIP data into a single, secure interface, giving OPS staff a consolidated view of relevant events and enabling efficient, accurate background screening.
Key capabilities include:
End-to-End Digital Record Checks — Support for Level 1 (Criminal Record Checks), Level 2 (Criminal Record and Judicial Matters Checks), and Level 3 (Vulnerable Sector Checks) as defined by LEARN.
Backlog Reduction — Phase 1 of the implementation (August 2016) prioritized clearing in-person PRC and PRC-VS requests, significantly reducing processing delays.
Full Electronic Workflow — By May 2017, OPS was operating a completely electronic workflow, enhancing speed, accuracy, and compliance.
Unified Records View — Staff can now perform all background check activities from a centralized, integrated environment.
Impact
120,000+ police checks processed to date within the National Capital Region.
Streamlined Operations — OPS staff (22 active users) handle checks more efficiently with fewer delays and reduced administrative burden.
Enhanced Service to the Public — Faster turnaround times, increased privacy protection, and a modernized experience for residents and applicants.
Results
Reduced Backlogs and Processing Times
Improved Data Access and Visibility
Secure, Fully Compliant Background Screening
Increased Staff Productivity and Public Satisfaction
