Background In 2006, the Government of Nunavut’s Department of Family Services partnered with Rogue Data to modernize and unify its social assistance programs. The territory faced unique infrastructure challenges: 26 remote communities scattered across the Arctic, limited connectivity, and the need for real-time access to critical income support services. The solution needed to be secure, dependable, and built for extreme conditions.
The Solution Rogue Data designed and deployed a robust, territory-wide Income Support Delivery System (ISDS), which officially launched in January 2008. Hosted in RDC’s Tier 3 co-located data centre in Ottawa, the central platform is securely accessed via RDC Workbench by community offices across all 26 Nunavut communities.
Key features include:
PKI-Secured Communication — All data exchange is encrypted using Entrust PKI, ensuring secure transmission between communities and the central server.
Cheque and Direct Payments — Cheques are printed locally, with consolidated payments issued directly to landlords and utility providers.
Federal System Integration — The platform converts and exchanges data with programs such as Senior Citizen Supplemental Benefits (PWGSC) and National Child Benefit Supplements (CRA).
SaaS Model — Provided as a secure, managed SaaS offering, supported by RDC staff and local GN personnel.
